Creon is a tragedy: but not a hero

I feel that Creon is the character that is meant to bring out fear and pity in the audience, because people will not pity for Antigone as much, because Antigone was not brought down from a place of power, a requirement for a tragic hero. I think that Creon is a tragic Villain  because he still does "evil" things, but he is the one that is brought from a place of power, and so people learn the moral that you should be careful with your power, and be a good user of power. Not much, i n turn, is learned by a moral sent by Antigone.
