One theme in The Taming of the Shrew is obedience is dependent on the person. This theme is saying how obedience, which Webster's dictionary defines as dutiful or submissive compliance, isn't totally defiant. For example, even though petruchio tamed Kate; and she is now obedient toward him it would not work with every person. Like, if Lucentio tried to tame Bianca then he would miserably fail since she is wiser and would not fall victim to his little "pranks." This is why it is not dependent on the person. Another example is if Petruchio tried to tame Bianca he would not succeed due to her personality and their relationship. In The Hunger Games this is the same since catniss cant be "tamed." Thus she is not obedient to the capitol. being tamed is also a common motif.
